Government24 (정부24) is Korea’s official e-government portal. After logging in, you can request and download many civil certificates in Korea:

  • Family Relations, Marriage/Divorce, Birth Certificates
  • Tax certificates: Income, Withholding (원천징수), Local tax payment
  • Business registration (for sole proprietors), Employment insurance records

Most documents are issued as a secure PDF with a verification QR/code. Some services may require a small issuance fee payable online.

Requirements for Foreigners in Korea

  • Alien Registration Number and an active Government24 account.
  • Login method: 공동인증서/민간인증서 (e.g., Kakao/Naver Certificate), PASS, or Mobile Driver’s License.
  • Payment method (if a fee applies): Korean bank account, card, or simple-pay options supported in Korea.
  • PDF viewer/Printer: To view or print the issued file. For mobile, built-in viewer is fine; for PC, any modern browser works.
💡 Tip If you have trouble logging in, try a mobile certificate (Kakao/Naver/PASS) and then continue the request on PC using the “PC↔Mobile continue” option when available.

PC Steps: Request & Download (Gov.kr)

  1. Go to Government24 → click 로그인 → choose your login method (공동인증서, 민간인증서, PASS, etc.).
  2. Find your service: Menu > 민원서비스 (Civil Services) → search the certificate name (e.g., “주민등록등본”).
  3. Apply online: Select 인터넷 발급 (online issuance). Fill in recipient info (your name/registration no.), purpose, and number of copies.
  4. Pay fee if required (some certificates are free; others cost a small amount). Complete identity re-confirmation if prompted.
  5. Issue and download: Click 발급. The PDF opens or downloads. Save it with a clear filename in English (e.g., resident-register_en_YYYYMMDD.pdf).
  6. Verify security: The PDF includes an authenticity code/QR. Keep the file unedited; forward the original PDF to institutions if needed.
⚠️ Note If pop-ups are blocked, the PDF may not open. Allow pop-ups for Gov.kr or choose “Save” when your browser asks.

Mobile App Steps: Request & Download

  1. Install the Government24 app (iOS/Android) in Korea and log in with your mobile certificate (Kakao/Naver/PASS) or 공동인증서.
  2. Tap 민원신청 or search for the certificate → choose 모바일 발급.
