🌍 Foreign Residents in Korea Series

Step-by-step guides for foreigners living in Korea — from address registration and visa to banking, taxes, and digital certificates.

I used to get stuck choosing between PASS or a certificate. Now I just use PASS — it’s quick, simple, and works every time.
I’m sharing this because I wish someone had told me sooner.

Government24 Login Options for Foreign Residents in Korea

In short

Foreigners living in Korea can log in to the Government24 website or app using verified Korean ID options such as PASS app certificates, 공동인증서 (Public Certificate), or private certificates from banks and telecoms. You must have an Alien Registration Number and a registered Korean mobile number under your name to use these options.

What Is Government24

Government24 (www.gov.kr) is Korea’s central online portal for civil documents, certificates, and administrative services. Foreign residents can use it to:

  • Download resident registration and immigration-related documents
  • Apply for certificates (tax, address, business, etc.)
  • Check MyData from government agencies
  • Receive alerts about local or national policy updates
💡 Tip Use the English interface by selecting “English” on the top right of the homepage. Not all forms are available in English, but main menus and login options are shown.

Login Methods for Foreigners

Government24 offers several verified login options. As a foreigner, you can use any of the following if you meet the basic requirements.

  • 1. PASS App (Private Certificate) — Fastest method using your phone. Requires a Korean number under your name and ARC-based registration in the PASS app.
  • 2. 공동인증서 (Public Certificate) — Formerly called 공인인증서, issued by banks or Naver/Kakao. Available via PC or mobile app.
  • 3. Bank or Card Certificates — Use your KB, Shinhan, Woori, or Hana Bank certificate for login.
  • 4. Kakao, Naver, or Toss Certificates — Alternative private authentication for those who use these platforms with verified identity.
  • 5. Digital One-Pass (디지털원패스) — Unified government login, also available for foreigners with registered ID.
⚠️ Note Foreigners must have a registered Alien Registration Number (starting with a letter like F or D visa) and a Korean mobile number in their name to pass identity checks.

Step-by-Step Login Process

A) Login with PASS App

  1. On Government24, click Login → Private Certificate → PASS.
  2. Enter your name, mobile number, and carrier.
  3. Open the PASS app push message, confirm details, and approve with your PIN or biometrics.
  4. Return to the site — login completes automatically.

B) Login with 공동인증서 (Public Certificate)

  • Insert your certificate from your bank or PC storage (or use the mobile certificate option).
  • Enter your certificate password to complete login.
  • You can create or renew a 공동인증서 at your bank or via its mobile app.

C) Login with Other Private Certificates

  • Select Kakao, Naver, Toss, or Bank Certificate from the login menu.
  • Verify with your app or QR scan, then approve the login request.

D) Using Digital One-Pass

  • Digital One-Pass is a government-wide ID system. Sign up once on onepass.go.kr.
  • After setup, you can log in to Government24 and other government platforms with a single ID and PIN or biometric check.
💡 Tip The easiest method for most foreigners is the PASS certificate since it uses your mobile phone identity already linked to your ARC.

Common Login Issues & Solutions

  • PASS login fails: Ensure your telecom registration matches your ARC info (same name and number). Update details at the carrier shop if necessary.
  • Certificate expired: Renew or reissue your certificate from your bank app or in the PASS app.
  • Language issues: Some login prompts appear only in Korean; you can use the Chrome Translate function to assist.
  • PC security plug-ins: For 공동인증서 login on PC, allow required security programs or use the mobile login option.
  • ARC not recognized: Use the exact date of birth and ARC number format shown on your card. If your ARC was newly issued, allow a few days before attempting login again.

Frequently Asked Questions

  1. Q. Can I log in to Government24 without a Korean phone?
    A. No. All login methods require real-name verification linked to a Korean mobile number. You can use your bank certificate or PASS app if your number is registered under your name.
  2. Q. Does Government24 have an English version?
    A. Yes, but only core pages are translated. The English menu helps navigate, but most certificates and services remain in Korean.
  3. Q. Is the PASS app accepted for all government sites?
    A. It’s accepted on most major portals including Government24, Hometax, and NHIS. Some smaller or older systems may still require a 공동인증서.
  4. Q. What if my name is spelled differently in the system?
    A. Name consistency is crucial. Use the spelling shown on your ARC. If your telecom or bank has a different format, request a correction at the branch.

Notes

Note. Government24 accepts multiple verification systems. If one fails, try another (e.g., PASS or Naver certificate). Always ensure your ARC details and telecom registration are synchronized for smooth logins.
